- Provide leadership and oversight for:
- At minimum, three (3) homeless shelters
- Supportive living services for individuals with multiple and complex needs
- Eviction prevention programs
- Housing support initiatives
- Ensure programs are grounded in Inuit values, culturally safe practices, and community priorities.
- Promote holistic approaches to wellness that recognize the social, cultural, historical, and spiritual dimensions of wellbeing.
- Ensure services are trauma‑informed, strengths‑based, and responsive to lived experience.
- Embed reconciliation principles into program design, service delivery, and decision‑making.
- Address the impacts of intergenerational trauma, colonial policies, and systemic barriers within social programs.
- Champion trauma‑informed and harm‑reduction approaches that prioritize safety, choice, dignity, and self‑determination.
- Foster environments that respect Inuit knowledge, language, identity, and cultural connections.
- Contribute to departmental and government‑wide strategic planning as a member of the senior leadership team.
- Lead the development of policies, frameworks, and standards related to homelessness, housing stability, and supportive living.
- Use evidence, community input, and Inuit perspectives to identify service gaps and develop solutions.
- Support continuous improvement through evaluation and learning.
- Develop, manage, and monitor program budgets and funding allocations.
- Prepare budget proposals for this program area; and authorize expenditures from approved budget within authority guidelines.
- Ensure transparent and responsible use of Nunatsiavut Government resources.
- Oversee contribution agreements and partnerships with Federal and Provincial Governments
- Support audits, evaluations, and public reporting requirements. Build and maintain strong, respectful relationships with Inuit communities, service providers, and partner organizations.
- Support meaningful community engagement and collaboration in program planning and improvement.
- Represent the Department on internal and external committees and working groups as required.
- Promote collaboration across Nunatsiavut Government departments to support integrated service delivery.
- Provide strategic advice, briefings, and reports to the Deputy Minister and senior leadership.
- Monitor outcomes and performance indicators to demonstrate impact and accountability.
- Communicates program goals, standards, policies and procedures to the staff of this program area.
- Conduct community visits to observe staff at work and discuss services and issues at the community level
- Acts as a role model for the Mission, Vision and values of the organization and the Social program.
- Provide leadership and supervision to managers and senior staff responsible for shelters and housing support programs. To assist and support supervisors in the assignment of work plans and orientation
- Foster a respectful, inclusive, and values‑based workplace culture.
- Support staff wellbeing, professional development, and culturally informed practice. Lead performance management in a way that reflects Inuit governance principles and shared accountability.
- To complete human resource functions in this unit including writing job descriptions, recruitment, hiring, promoting and discipline.
- To interpret and administer organizational policies consistently and fairly, as well as to facilitate constructive resolution of conflicts.
- To assist with acquiring all necessary resources (funding, space, time, information and equipment), which are consistent with program goals.
- Other related duties as required
Qualifications
- Bachelor’s degree in social work, public administration, Indigenous governance, community development, or a related field with a minimum of ten (10) years of related experience. Combination of relevant education and/or experience will be considered.
- Significant senior‑level experience in social programs, housing services, or community‑based supports.
- Demonstrated experience leading complex programs and multidisciplinary teams.
- Experience working with Inuit communities, Indigenous governments, or northern/remote contexts is essential.
- Deep understanding of homelessness, housing instability, and complex‑needs populations.
- Strong knowledge of trauma‑informed, culturally safe, and strengths‑based approaches.
- Demonstrated understanding of Inuit culture, values, and governance, and the impacts of colonization.
- Proven leadership, strategic thinking, and decision‑making skills.
- Strong communication and relationship‑building skills.
- Ability to navigate complex systems in a respectful, politically aware, and community‑focused manner.
