Under the supervision of the Deputy Minister, the Assistant Deputy Minister, ADM, provides strategic leadership, oversees major policy development. Nunatsiavut Affairs provides for land claims implementation, legal services, preparation of Inuit Laws, regulations, enrolment of beneficiaries, justice matters, public property and infrastructure initiatives, asset management and community development, transportation and is responsible for housing.

The ADM ensures all work reflects Inuit societal values and the Labrador Inuit Land Claims Agreement (LILCA). The ADM also leads the preparation and review of briefing notes, decision notes, and executive documents for the Deputy Minister and Minister.

1. Strategic Leadership

  • Lead longterm strategies for housing, infrastructure development, and community infrastructure.
  • Ensure departmental priorities reflect Inuit societal values and the LILCA.
  • Provide direction to Directors, Managers, and policy team staff.
  • Anticipate emerging political, legal, infrastructure, and community development issues.

 

2. Housing, Infrastructure Policy and Advocacy

  • Oversee implementation of LILCA obligations related to housing and Infrastructure.
  • Oversee development of housing and infrastructure policies, frameworks and strategic plans.
  • Ensure policies incorporate Inuit Culture and community perspectives.
  • Advocate for housing investment and programs on a provincial and federal level.
  • Advocate for infrastructure investment and programs on a provincial and federal level.

 

3. LILCA Implementation and Elections

  • Oversee the Implementation of LILCA
  • Sit as the Nunatsiavut Government representation on the Implementation Committee.
  • Lead any legislative, regulatory or policy development as it relates to LILCA
  • Support the obligations for community elections

 

4. Infrastructure Planning & Capital Project Delivery

  • Oversee planning, design, and delivery of community infrastructure, including:
    • government buildings
    • cultural and community facilities
    • transportation and marine infrastructure
    • water, wastewater, and energy systems
    • housing coordination and community development
  • Ensure infrastructure projects are sustainable and climateresilient.
  • Lead capital budgeting, procurement oversight, and project risk management.
  • Ensure infrastructure decisions reflect both technical standards and Inuit values.

 

5. Executive Advice & Briefing Leadership

  • Provide strategic advice to the Deputy Minister and Minister on housing, LILCA implementation, and infrastructure issues.
  • Lead preparation and review of briefing notes, decision notes, issues notes, and speaking notes.
  • Ensure briefing materials clearly outline:
    • context and background
    • legal implications
    • infrastructure and financial impacts
    • political considerations
    • risks, options, and recommendations
  • Oversee rapidturnaround briefing materials for urgent issues.

 

6. Communications & Public Engagement

  • Participate in government communications, messaging, and public information strategies.
  • Ensure communications reflect Inuit values and community priorities.
  • Support public engagement, consultations, and community outreach.

 

7. Financial Stewardship

  • Oversee departmental budgets and capital project funding.
  • Ensure transparent, responsible financial management aligned with Labrador Inuit priorities.
  • Lead funding negotiations with federal and provincial partners.
  • Manage contribution agreements for the Affairs department

 

8. People Leadership

  • Lead multidisciplinary teams including Directors, policy analysts, planners, and project managers.
  • Foster a culturally safe, inclusive, and highperforming workplace.
  • Support Inuit leadership development and capacity building.

 

9. Risk Management & Accountability

  • Identify and manage political, legal, operational, infrastructure, and reputational risks.
  • Ensure compliance with Labrador Inuit laws, the LILCA, and infrastructure standards.
  • Promote transparency, ethical conduct, and strong governance practices.
Qualifications

Education

  • University degree in Public Administration, Indigenous Governance, Law, Political Science, Social Sciences, or a related field.

 

Experience:

    • Minimum 10 years of progressive leadership experience, including 5+ years in senior management.
    • Demonstrated experience working with Indigenous governments, preferably Inuit.
    • Experience in infrastructure development, policy development, or land claims implementation.
    • Experience managing large teams, budgets, and complex multistakeholder initiatives.

 

Knowledge

  • Labrador Inuit history, culture, language, and governance structures.
  • Thorough understanding of Labrador Inuit Land Claims Agreement.
  • Understanding of construction practises in Nunatsiavut and the north.
  • Provincial and federal government processes, legislation, and policy cycles.
