The Assistant Deputy Minister (ADM) for Lands and Natural Resources is a senior executive responsible for leading the Nunatsiavut Government’s mandate related to land management, environmental protection, wildlife stewardship, fisheries, forestry, mineral resources, Labrador Inuit harvesting rights, and Impact benefits agreements.
Reporting to the Deputy Minister, the ADM provides strategic leadership, oversees program delivery, manages budgets, and ensures that all decisions reflect Labrador Inuit values and support sustainable development. The ADM also leads the preparation and review of briefing notes, decision notes, and executive documents for the Deputy Minister and Minister.
1. Strategic Leadership
- Lead longterm planning for land stewardship, environmental protection, and natural resource management.
- Ensure departmental strategies align with Labrador Inuit societal values and the LILCA.
- Provide direction to Directors, Managers, and technical teams across DLNR.
- Anticipate emerging environmental, regulatory, and resourcerelated issues.
2. Policy Development & Governance
- Oversee the development of policies related to land use, wildlife, fisheries, forestry, and environmental protection.
- Ensure policies incorporate Labrador Inuit Culture and community perspectives.
- Lead legislative and regulatory initiatives related to land and resource governance.
- Ensure compliance with Labrador laws, environmental regulations, and comanagement obligations.
3. Program & Operational Oversight
- Oversee land administration, permitting, environmental monitoring, and resource management programs.
- Ensure sustainable, culturally grounded approaches to wildlife and fisheries management.
- Support communitybased monitoring programs and Labrador Inuit Guardians initiatives.
- Ensure operational decisions reflect both scientific evidence and Labrador Inuit knowledge.
4. Executive Advice & Briefing Leadership
- Provide strategic advice to the Deputy Minister and Minister on land, wildlife, and resource issues.
- Preparation and review, of briefing notes, decision notes, issues notes, and speaking notes.
- Ensure briefing materials clearly outline context, legal implications, environmental impacts, options, risks, and recommendations.
- Coordinate rapidturnaround briefing materials for urgent environmental or resourcerelated issues.
5. Intergovernmental & External Relations
- Represent the Nunatsiavut Government in negotiations and partnerships with federal and provincial governments, industry proponents, and Indigenous partners.
- Participate in environmental assessments, comanagement boards, and regulatory processes.
- Ensure Labrador Inuit rights and interests are protected in all external engagements.
6. Financial Stewardship
- Oversee departmental budgets and resource allocation.
- Ensure transparent, responsible financial management aligned with Labrador Inuit priorities.
- Lead funding negotiations and manage contribution agreements.
7. People Leadership
- Lead multidisciplinary teams including biologists, land managers, environmental specialists, and policy staff.
- Foster a culturally safe, inclusive, and highperforming workplace.
- Support Inuit leadership development and capacity building within DLNR.
Education
- Bachelor’s degree in Natural Resource Management, Environmental Science, Land Use Planning, Environmental Policy, or a related field.
- Training or coursework in Indigenous governance or environmental legislation is beneficial.
Experience
- 7–10 years of progressive leadership experience in natural resource management, environmental regulation, land administration, or related fields.
- Experience working with Indigenous governments, preferably Inuit, and familiarity with comanagement or land claims implementation.
- Demonstrated experience managing multidisciplinary teams, budgets, and complex environmental or landuse projects.
- Experience collaborating with federal/provincial regulators, industry, and northern or remote communities.
Knowledge
- Strong understanding of Labrador Inuit Land Claims Agreement (LILCA and comanagement frameworks.
- Knowledge of Inuit culture, values, language, and Nunatsiavut Government structures.
- Familiarity with environmental legislation related to land use, wildlife, fisheries, climate change, and resource development.
- Understanding of northern ecosystems, remoteregion resource issues, and communitybased environmental monitoring.

Working Conditions
- Based in Nunatsiavut with regular travel to all communities and other locations as required
- Fast paced environment with shifting priorities and high level decision making responsibilities.
- Frequent engagement with internal departments, auditors, funding partners, and government agencies.
