Responsibilities

- Designs, plans and implements GIS projects, through the collection of appropriate data, data modeling and analysis methods / programming, resulting in the production of maps or data analysis: and performing needs analysis, risk assessment and cost / benefit analysis.
- Maintain and develop programs in Python, R, and JavaScript to support automation, ETL (data extraction, transformation, and loading) and visualisation processes for spatial data.
- Interpret and contextualize technical and legal data quality requirements, and coordinate updates to the base-map and legislative datasets in collaboration with other NG departments and staff. [This work may include preparing explanatory memos for the legal division on map-related issues or developing guidance on data structures in consultation with stakeholders involved in economic activities.]
- Analyzes and clarifies the technical parameters of work required for GIS projects and services; consults reference materials and records; provides technical advice for project planning; and identifies potential issues and implements recommendations.
- Prepare research reports for internal and external stakeholders on geospatial projects, providing expert analysis and recommendations on geospatial work.
- Consults and provides expert guidance on GIS applications, activities and proposals.
- Creates methods and procedures to ensure that data collection is designed in a way that the results can be used in a GIS environment, by designing techniques to collect and collate data to ensure it is used properly.
- Liaise with industry, public, NG Departments and staff, other governments and agencies, and consultants to obtain and provide GIS information to clients, partners and colleagues to meet the operational requirements of the department.
- Develops and maintains applications which integrate spatial and attribute datasets for online delivery to colleagues and clients.
- Represents the department during internal and external meetings, working groups and committees regarding GIS projects and issues.
- Organize and maintain spatial information related to the Labrador Inuit Land Claims Area in a centrally managed geodatabase/s.
- Plot applications, surveys and interests in land on hard copy cadastral mapping and digital mapping using a GIS.
- Maintain and modernize cadastral databases and the GIS/Database supporting the Labrador Inuit Land Administration System by sourcing new data, digitizing non-digital records into spatial formats, and preparing high-accuracy spatial data using Real Time Kinematic Positioning (high accuracy surveying GPS) systems and drone technologies.
- Maintain and update Standard Operating Procedures (SOPs) for drone survey techniques, aerial photography, and photogrammetry to comply with federal legislation.
- Travel as required.
- Other related duties as required.
Qualifications
- Bachelor degree in Geography and 3-5 years of related experience with a focus in GIS research. Combination of relevant education and/or experience will be considered
- Remotely Piloted Aircraft System (RPAS) Pilot Certificate (Canadian drone pilot license)
- Knowledge of Labrador Inuit Land Claims Agreement.
- Knowledge of Inuit Culture and Inuit Communities.
- Ability to work with minimum supervision.
